Canada EVAP Incentive Eligibility Checker

Complete guide to the Electric Vehicle Affordability Program (2026-2031)

The Canada EVAP Incentive Eligibility Calculator helps consumers and businesses determine if they qualify for federal incentives under the Electric Vehicle Affordability Program (EVAP). This new program runs from April 1, 2026 to March 31, 2031, providing up to $5,000 for battery-electric and fuel cell vehicles, and up to $2,500 for plug-in hybrid vehicles.

Eligible transactions for EV purchases and leases starting on or after February 16, 2026 may qualify for an incentive. The program invests up to $2.3 billion over five years with the goal of supporting over 840,000 new electric vehicles.

Electric Vehicle Affordability Program Eligibility Checklist

Use this checklist to see if you may qualify for an EVAP incentive:

✓ Vehicle purchased or leased on or after February 16, 2026
✓ Final transaction value of $50,000 or less (except Canadian-made EVs – no cap)
✓ Vehicle made in Canada or in a country with a free-trade agreement with Canada
✓ Meets all Canada Motor Vehicle Safety Standards
✓ Highway-capable vehicle with at least 4 functioning wheels
✓ New vehicle (never registered before) or demonstrator with under 10,000 km
✓ Purchased or leased in Canada from a licensed dealership
✓ You are a Canadian resident (home address in Canada)

EVAP Incentive Levels (2026-2031)

Incentives decline over the program's lifespan. The amount you receive is based on when your dealership submits the Eligibility Assessment to Transport Canada.

Vehicle Type 2026 2027 2028 2029 2030
Battery-Electric (BEV) & Fuel Cell (FCEV) $5,000 $4,000 $3,000 $3,000 $2,000
Plug-in Hybrid (PHEV) $2,500 $2,000 $1,500 $1,500 $1,000

Lease Incentive Calculation

For lease transactions of 12 months or longer, the incentive is prorated based on lease length. The formula is:

(Full incentive amount ÷ 48) × (number of months of the lease)

Full Incentive 48 Month Lease 39 Month Lease 22 Month Lease 12 Month Lease
$5,000 $5,000 $4,062 $2,292 $1,250
$2,500 $2,500 $2,031 $1,146 $625

Understanding Final Transaction Value

Final transaction value is the final price a buyer agrees to pay when buying or leasing a vehicle. This is the key factor that determines eligibility – not the MSRP or the vehicle list.

Included in Final Transaction Value

  • Base price of vehicle trim (including manufacturer/dealer discounts)
  • Optional features, add-ons, and packages
  • Accessories included at delivery
  • Dealership fees, service fees, administrative fees
  • Market adjustment fees

Excluded from Final Transaction Value

  • Extended warranties
  • Insurance products
  • Winter tires
  • Level 2 chargers
  • Pre-delivery inspection and freight charges
  • Financing and leasing costs
  • Down payments or trade-ins
  • All taxes, fees, and government incentives

Example Eligibility Scenarios

Example 1: Eligible Transaction

Melissa and Joe choose an EV model with a starting price of $45,000. They add a high-end trim worth $2,000, a sunroof package for $1,200, and premium paint for $600. The final transaction value is $48,800. This transaction qualifies for an incentive because it is below the $50,000 cap.

Example 2: Eligible with Excluded Items

Mohammed and Samira choose an EV with a list price of $49,000. They add winter tires for $1,300. Since winter tires are excluded from the final transaction value calculation, the final transaction value remains $49,000. This transaction qualifies for an incentive.

Example 3: Ineligible Transaction

Sarah chooses an EV with a starting price of $49,000. She adds the highest-end trim (+$10,000), a technology package (+$5,000), and autonomous driving features (+$4,000). The final transaction value is $68,000. This transaction does not qualify for an incentive as it exceeds the $50,000 cap.

Example 4: Vehicle Not on List but Eligible

Jim picks an EV not listed on the EVAP Vehicle List because its MSRP is $53,000. However, the manufacturer offers a $4,000 rebate, bringing the final transaction value to $49,000. Even though the vehicle isn't on the list, this transaction qualifies for an incentive because the final transaction value is under $50,000.

Eligible Vehicle Models (Examples)

The EVAP Vehicle List includes models with MSRP of $50,000 or less. However, vehicles not on the list may still qualify based on final transaction value. Canadian-made EVs have no transaction value cap.

Important Notes:

  • Funding is provided on a first-come, first-served basis. The program may end earlier if funds are fully allocated.
  • The incentive amount you receive is based on the date your dealership submits the Eligibility Assessment to Transport Canada, not the date you purchase or lease the vehicle.
  • Dealerships cannot charge extra fees for vehicles bought under the program. If your dealership charges extra fees, contact Transport Canada.
  • The Minister of Transport has final say on vehicle and transaction eligibility. Program terms and conditions may change over time.
